Implements #463.

Original RED 70d51fed38023e537f7806cfa56b8352446ba226 / CI #964 failed as intended. Replayed onto canonical main after #462 merged: RED 2682a4d3c781dbbfad2f6aee5333dc4e7ed79572, GREEN 34bb3e1fc08734c541ca92c93d321f1290e186d7.

Do not merge until fresh exact-head compatibility/registry/plugin/package checks and review-thread checks pass.
