Continues #10 after the Sento packaging RED→GREEN slice.

Canonical decision: research/LLM-LOG-RESEARCH-022-sento-recorder-implementation.org.

Implements the already-executed RESEARCH-018 recorder contract with one Sento actor, synchronous acknowledgement, same-filesystem staging, atomic directory publication, explicit failure-before-publish behavior, and no automatic replay.

This PR intentionally does not route live HTTP capture through the actor yet; that integration needs a separate RED after this recorder contract is GREEN.

No Tek9 or dotfiles changes.

Closing as superseded by the current expert-plane authority boundary. Canonical RESEARCH-023/RESEARCH-024 restore Python as transparent capture/transport owner; the Sento/Common-Lisp recorder remains useful historical RED/GREEN evidence but is not part of the accepted runtime. No commits are deleted and the research/evidence remains available for audit.
