Bounded shard-A continuation for the anarchist-violence area-code-hunt workflow.

Processes valid shard-A NPAs 219, 225, 228, and 231. Adds canonical public-source organization + investigation-target records for Joy Bomb Social Center, Hammond Community Garden, Baton Rouge Community Fridges, and Mississippi Gulf Coast Mutual Aid Collective, plus explicit area-code discovery relations and a research-pass record. 231 is preserved as a zero-hit control rather than padded with generic charities/one-off event participants.

Durable coverage advances next_scan_start to 234.

Sources are public organization sites, current/recent local reporting, current first-party organizational corroboration, and the existing NANPA numbering authority record. No individual political-affiliation inference or private-member enumeration.

Merge only if exact-head validation is green and mergeability remains clean.
