Materializes bounded shard-C area-code enumeration for 212, 215, and 218 in the anarchist-violence corpus.

This pass adds a canonical StarIntel v0.9 packet at digs/anarchist-violence/2026-09-08-area-code-shard-c-pass-2/starintel-documents.jsonl containing 33 records:

  • 8 source
  • 8 org
  • 8 separate investigation-target
  • 8 typed relation records tying discoveries to the NPA/locality seed
  • 1 research-pass

Strong explicit anarchist hits include NYC Anarchist Black Cross, Wooden Shoe Books, and Philadelphia Anarchist Black Cross. Adjacent/current seeds include Lower East Side Food Not Bombs, 215 People's Alliance, Trans Northland, and Duluth Tenants Union; Bluestockings is preserved as closed/historical status rather than current.

Corpus search returned no existing exact-name records for the eight materialized organizations before this PR.

Local git clone was unavailable because the automation container could not resolve github.com; per worker policy the GitHub connector fallback was used instead. The packet was constructed against current AGENTS.md, current starintel_doc/spec.py, and current canonical examples. No normalized db/ records were hand-edited.

Exact candidate head: 6c87dba9b5fbe77465bfa8983ac5029acabdb7b4.

This PR is intentionally draft until exact-head repository CI validates the packet. Related durable shard state: #2342.
