Re-entry assessment for #134 after the 2026-08-24 REJECT: blockers #132/#191/#17 are resolved; the #28->#29->#30->#31 voice chain remains open and owns release contract items 6/7/17. #134 realization stays blocked; no new iteration opened. Also checks in planning/backlog.pl, the Prolog work-queue mirror (issue/dependency/PR facts + eligibility rules), referenced by the assessment. Docs + planning artifacts only.
