Consumed issue #28 (ZARA-027) RAGE iteration evidence.

  • Adds rage/28-streaming-llm.org: run identity (start commit dc51f12), research findings at head, failure modes, open design questions.
  • Adds rage/28-streaming-llm-design.org: selected architecture (typed event protocol, streaming agent node, sentence chunker), rejected alternatives, invariants, acceptance criteria mapped to tests (A1-A9), gate plan.

Docs-only change; no production code touched.
