Closes #246.

Fresh recovery of PR #270 onto exact current master start 928aee7105842cc50b9eff73c7b56980c414ef3b after Android #269 advanced the base.

Scope

  • [todo].enabled = false disables Zara's built-in todo LangChain tools, Python skills, and Prolog todo intents as one coherent surface.
  • Timer/alarm routing remains independent and available.
  • Non-boolean todo.enabled fails explicitly.
  • External providers may claim otherwise-colliding todo tool names after the built-in surface is disabled.
  • Legacy console applies the same Prolog intent toggle.

Recovery evidence

  • Source PR #270 exact head 4769db37fb2491dec69fab2f2034d682bf1cc352 passed CI run #660, but that result became stale when master advanced.
  • The seven #270 paths were replayed byte-for-byte as blobs onto current master; Android ownership remains untouched.
  • Recovery commit: 2a55fc2105a5a07b9fecd761774a49dad8e6020f.
  • Fresh exact-head repository/Nix/GitHub Actions gates are mandatory; stale #270 CI is not merge evidence.

Supersedes #270.
