Replacement non-draft wrapper for #279 after GitHub's draft→ready mutation failed on the fullDatabaseId GraphQL field. Uses the identical tested head c82aea0a041411709b510c38ca6394dd8cce6e36; no code changed.

Consumes the next #172 slice from exact master 54c0e96fa75a6f2c5ba44b55d1f7a5f6e088fcf3.

Android-only change:

  • adds a tiny SemanticRuntime boundary and SemanticFixtureRunner;
  • compares Linux/Android fixture results through the already-landed normalized comparator;
  • preserves semantic mismatches as evidence;
  • converts runtime exceptions into bounded explicit failures instead of false parity success;
  • adds JVM tests first (RED 1a48be8, GREEN 93dcd05) and RAGE evidence.

This does not claim Trealla/SWI parity yet and does not add a second assistant/runtime authority. Concrete SWI/Trealla adapters remain the next #172 binding slice.

Do not merge until this PR's own exact-head Android gate, full repo/Nix test, mic gates, mergeability, and discussion/review state are green/clear.
