Recovery wrapper for the exact tested Zara Core #260 candidate from closed draft #295.

Head 2007e16928017b68956d8284bcf4ddbcc69b6668 is unchanged. Exact-head CI #776 completed successfully; #295 was mergeable with zero reviews/comments/unresolved threads. The draft→ready GraphQL mutation is unavailable because GitHub rejects the connector query on the obsolete fullDatabaseId field, so this non-draft PR preserves the identical implementation/tested head without replaying or modifying code.

Scope remains core-only: mutable $XDG_CONFIG_HOME/zarathushtra/hooks.py, no auto-create/overwrite, disabled no-exec behavior, fixed core registration owner, idempotent replacement, failure-atomic reload, existing allow_override enforcement, and AgentManager integration only through the canonical advice registry.

No android/** edits. Do not merge if this wrapper produces any new pending/failing/inconclusive exact-head gate, becomes stale, or review/mergeability state changes.
