Consumes #159 from exact master 6141ac7d28c5eb32f0a8e78b31643792aa2c0fd7 as the minimum shared protocol/runtime compatibility dependency explicitly required by Android #173.

Current state: TDD RED. New deterministic tests require a closed v1 open_uri/open_app capability snapshot contract and a session-bound typed device action request/accepted/result/error/cancel lifecycle. Advertisement is availability only; payload principal/device authority and arbitrary shell/import/eval shapes remain impossible.

Scope is limited to ZARA/1 protocol/transport/security compatibility plus RAGE/tests. Sibling core PR #306 is AgentManager-only and does not overlap.

Do not merge until focused protocol/security gates, full repository/Nix/build, exact-head Actions, mergeability, and review/thread checks are green.

Closes #159 only after acceptance is actually proven; unblocks Android #173 after merge.
