Consumes #162 from exact master f25aea5f9e5bceb747cb282b6a28c43f07e5b727.

Current state: TDD implementation / exact-head gate pending. Valid RED was confirmed at CI #916 on 3184fff6e25ae055773a9b77341e3e19580582e1: the core full-test job failed while Android and both shared-mic jobs passed. The minimum core zara.user_commands implementation now provides principal-bound SQLite persistence, JSON-only typed semantic actions, deterministic trigger/alias collision checks, optimistic revision conflicts, guest durability denial, restart validation, and no executable shell/Python/Prolog-goal fields. A focused non-interactive persistence gate is also present.

Scope is Zara core only. No android/** changes and no external repositories. Sibling #307 remains untouched.

Do not merge until focused persistence/isolation/concurrency gates, full repository gate, nix flake check, package build, exact-head Actions, mergeability, and review/thread checks are green.

Closes #162 only after acceptance is proven.
