Consumes #163 from exact master 7ae6739f44f11aaef2786fa9410e26f5b7aecab3.

Current phase: deterministic TDD RED candidate. The tests define a side-effect-free compiler from persisted principal-owned command definitions into the existing IntentFrame/capability contract, with registered-capability validation, typed literals/defaults, slot binding, protected built-in trigger collision handling, deterministic diagnostics, and atomic registry replacement.

No android/** changes and no external repositories.

Do not merge until RED is observed for the intended missing compiler surface, then implementation/focused/full repo/Nix/exact-head gates are green.

Closes #163 only after acceptance is fully proven.
