Consumes #165 from exact master dd03e3309f5c09ddbc76c22ba936ce366508ac2a.

Current state: TDD RED candidate. Tests require compiled user-command snapshots to resolve parameterized trigger templates through existing typed slot parsers, project missing values into the canonical clarification coordinator, return explicit ambiguity, and enforce dynamic capability denied/unavailable state without rewriting persisted semantic definitions.

Existing persistence/compiler/atomic snapshot machinery is reused; this slice does not wire RuntimeHost execution (owned by #160), create another dialogue engine, or touch android/**.

Direct local Nix execution is unavailable in this automation sandbox because outbound GitHub DNS is blocked. Exact-head GitHub Actions is therefore being used to prove the RED/GREEN cycle; no local-green claim will be made.

Do not merge until the full exact-head gate is green and the PR is non-draft, mergeable, and free of blocking reviews/threads.

Closes #165 only after full acceptance is proven.

Exact-head CI #950 exposed an existing load-sensitive harness defect outside #165: test_stalled_route_completion_queue_cannot_evict_healthy_route asserts total ordering across independent DEALER routes. The same test passed earlier in the same workflow, and RAGE #155 already recorded this exact flake under load. Tracking/fixing separately as #315 / PR #316 so this #165 feature diff stays scoped. Do not merge #314 until #315 lands, this branch is updated onto the repaired master, and a fresh exact-head full gate is green.

Recovery update: #316 / #315 is now merged to master as a1b38d9b80a2f4dabe06d53d1185ff23acbbb84d after exact-head CI #951 passed. This branch imported the merged route-backpressure assertion contract without transport production changes; current exact head is 23fcd224a2742b76eb5b4c6d21d4776fc8c414e5. Fresh exact-head CI #954 is pending. Keep #314 draft/unmerged until that full gate is conclusively green.

Recovery update: #316 / #315 is now merged to `master` as `a1b38d9b80a2f4dabe06d53d1185ff23acbbb84d` after exact-head CI #951 passed.
