Closes #191

Summary

  • add a closed ZARA/1 tool lifecycle and approve/reject message family mapped only to existing runtime commands/events
  • route authenticated runtime events per principal and bind approval authority to the exact initiating route/session
  • add optional CURVE configuration to ZmqZaraClient, bounded ownership state, replay/cancellation/reconnect fencing, and sanitized audit behavior
  • add focused authenticated production-flow tests, full-gate integration, wiki documentation, and RAGE research/design/evidence

  • NIX_CONFIG="experimental-features = nix-command flakes" nix develop -c bash scripts/test-all.sh — 10/10 phases passed; 1100 aggregate pytest tests
