Advances #32.

Current Zara master now provides the canonical ServicePlugin.tools() contract for LangChain BaseTool instances, so the prior Core blocker is resolved.

This starts with a deterministic RED contract for a bounded, opaque, expiring Discord message context token. The token binds guild/channel/message/current-author numeric IDs only, expires fail-closed, is consumable once for mutating operations, and keeps a bounded in-memory context set. Next commits wire typed moderation tools through Zara's canonical service tool surface, protected-member refusals, Discord-loop execution, and metadata-only auditing.
