Implements #242 as a local #1 symbolic-task-state slice.

Recovered onto canonical main after #241 so SWI-Prolog is present in the generated zara-coding Nix test derivation. Exact RED head e07033186cc4c3ab742fb48fcbec85dd64a963a4: a task holding only failed verification evidence must remain open and reject completion with passing-verification-required.

No Zara Core changes, cross-plugin private imports, arbitrary Prolog goals, or second runtime.
