Implements #301 and advances #5.

RED first: plugin configuration currently casts malformed booleans, fractional numbers, and numeric strings before CommandPolicy, bypassing its strict type checks. The plugin boundary must reject malformed policy rather than silently reinterpret it.

No cancellation implementation and no Zara Core changes.
