seed STAR-SERVER-000 for composable HUMINT, SOCMINT, SIGINT, cyber, BBP, and threat-intelligence gservers
define per-domain supervisor and dispatcher namespaces with nested subdomain dispatchers inside the same process
add SENTO-000 for failure semantics, supervision, managed routers, overload control, observability, secure remoting, and component handles
add SENTO-ZMQ-000 for supervised ZeroMQ transport wiring, endpoint manifests, socket ownership, pollers, backpressure, security, shutdown, and Star Router integration
