Summary

add canonical skills/impeccable integration for pbakaus/impeccable
record upstream author/source/license/version/revision in skill metadata and docs
add repo-wide rules requiring attribution for externally authored imported skills
export impeccable through the existing flake/adapters
update only the existing canonical skill-name/package CI checks; no new attribution CI gate
