Clean runtime-only commit rebased onto current main after the earlier stacked branch conflicted with PR #70's merge result. Supersedes closed PR #75; implementation review remains in merged PR #74.

Local gates on this exact commit: sandboxed quasar-server and quasar-auth-host builds, nix flake check, full Common Lisp suite, saved-image CLOG smoke on configured ports, and prolog-verify check. Forgejo Actions are treated as unavailable per operator direction.
