Implements the first TDD slice of #231.

Runtime invariant

prolog-rlm remains a reusable library. The only bundled application harness is the prolog-rlm CLI. DeepSeek Harness is the reference IDE/workspace renderer only and must consume prolog_agent_ui_v1; it does not own context compilation, provider/model execution, tools, authority, history, compaction, recursion/subagents, project state, retrieval, verification, or repair.

This slice

  • adds the bundled CLI composition entrypoint and routes bin/prolog-rlm.pl through it;
  • adds prolog-rlm run TASK as the one-shot/headless canonical RLM surface;
  • defines prolog-rlm ide [PROJECT] and a renderer-only DSH launch contract;
  • deliberately fails the non-help ide path until the prolog_agent_ui_v1 DSH adapter is wired, rather than accidentally launching stock DSH agent/context semantics;
  • adds a renderer-neutral rlm_runtime_status library projection for model, token input/output, and explicit context occupancy percentage;
  • preserves unknown context capacity as ctx ? instead of guessing from cumulative token usage;
  • updates repository governance to the new library-first/reference-harness ownership model.

TDD

The first commit adds the new CLI/status expectations before implementation. The deterministic rlm_cli suite now covers run --help, ide --help, the DSH semantic-ownership contract, known context percentage, and unknown context capacity.

Important non-goals in this PR head

  • no DSH core fork;
  • no Harness-specific semantic bridge;
  • no DSH-owned context/provider/tools/history/compaction;
  • no claim that prolog-rlm ide is usable yet: the adapter/process wiring remains blocked explicitly pending the next #231 slice.

GitHub Actions is the canonical gate for this branch. Do not merge until deterministic loading/tests and CLI smoke are green.

Superseded by #263 on current main.

Salvaged forward:

  • renderer-neutral rlm_runtime_status;
  • explicit separation of cumulative token I/O from current context occupancy;
  • ctx ? when context-window capacity is unknown;
  • deterministic/load-gate coverage.

Not carried forward because repository ownership has since changed:

  • bundled DSH/reference-IDE ownership;
  • rlm_cli_app;
  • prolog-rlm ide;
  • the old run wrapper/alias layer;
  • DSH-specific launch contracts.

DSH/product composition now belongs downstream under the standalone AgentProlog / plugin direction (#141, #184). Closing this stale draft rather than rebasing its product assumptions.

Superseded by #263 on current `main`. Salvaged forward: - renderer-neutral `rlm_runtime_status`; - explicit separation of cumulative token I/O from current context occupancy; - `ctx ?` when context-window capacity is unknown; - deterministic/load-gate coverage. Closing as superseded by the #231 resolution / merged #263 salvage. Current main intentionally retained only the reusable rlm_runtime_status contract. The remaining bundled rlm_cli_app / run / ide / DeepSeek-Harness-as-reference-IDE composition in this PR is no longer desired architecture: standalone AgentProlog owns the downstream product (#141) and DSH integration remains downstream/plugin-only (#184). Do not replay the remaining CLI/IDE files onto main.
