Implements #39.

RED commit: 83449f0 — E2E scenarios + docstring-only harness stubs; scenario files fail at collection on the missing tests.e2e.harness API; canonical gate red.

GREEN will implement the synthetic-desktop harness (real crypto/storage/index/answering/health stack), the e2e runner self-tests, and performance budgets in docs/e2e.md.
