Closes #29 when complete.

RAGE transaction for authenticated owner-only local daemon IPC. Current branch contains the consumed issue log, evidence-derived design, and the first test-only RED slice requiring an owner-only runtime endpoint boundary. Production implementation will follow only after the RED is observed on GitHub Actions.

Starting main: 73f0d09d006f5d7e565be1593652739774dc3fed.

Current scope remains #29 only; no #30+ implementation is included.
