Implements #60.

RED commit: contract/service/IPC/security tests + docstring-only vision/context.py and vision/ipc.py stubs; tests fail at collection; pyright fails exactly on the missing APIs.

GREEN implements the versioned typed contract, the explain service (local-first, EgressGate-mandatory remote, memory-only working set, sanitized audit), and the owner-only IPC transport + handler, plus docs/zara-visual-context.md with protocol versioning rules and client fixtures.
