Document-first bounded slice with canonical artifacts:

Exact head c74fddf94a4a47f2506568e255b117d4d99f6942 passed the Common Lisp/Tek9/SWI-Prolog integration, Python expert policy/transport, and Home Manager gates in workflow 33450033533.

Implements only finite Prolog outcome rules, immutable supersession validation/indexing, and bounded restart-durable query_outcome_history. No dotfiles, Tek9 repository, provider-census, #13 analytics, Beagle, or PR #5 changes.
