Issue #13 follow-up. Canonical design: research/LLM-LOG-RESEARCH-041-task-rollup-restart.org.

This PR is intentionally RED-only at creation. It adds a bounded Common Lisp/Tek9 integration contract for restart-safe parent/child rollups with immutable-ID deduplication and finite query limits. No production accounting mutation, no Tek9 repo change, no dotfiles change.

Production implementation is gated on an independently executed failure of the new contract while existing expert, Python transport/policy, and Home Manager gates remain green.
