Document-first bounded Auto-ARADR/RAGE slice.

This PR intentionally contains RED-only contract work: a declared account_task_usage integration fixture plus CI branch execution. No production task/cost implementation, no Tek9 repo mutation, no Python rule engine, and no dotfiles mutation.

Required evidence before production mutation: exact current head must execute the existing expert workflow; the Common Lisp/Tek9/SWI integration gate must fail for the missing task-accounting operation/behavior while Python expert-policy and Home Manager remain green.
