Bounded Hackpert-owned slice for #27 after database #58. Supersedes draft #59 at the identical exact head because the connector cannot transition drafts to ready.

Adds expert-operation-snapshot, which re-reads canonical operation-scoped execution records and operational-KB entries through the database sibling's typed APIs and then delegates to the existing pure Prolog projection. Repeated calls intentionally observe newly persisted evidence for the next reasoning iteration.

No direct Tek9 traversal/mutation, storage internals, provider executor, or second graph/KB authority.

GREEN exact head: f6b60c875447d0cf2d27b24d9f4b7bc04646e19b — core, monorepo, and agent-framework-boundary passed.
