Issue #27 bounded Hackpert slice. Supersedes draft #62 at the identical exact head because the connector cannot transition drafts to ready-for-review.

Adds the first recon expert selector over the existing provider/plan/snapshot substrate:

typed domain input + compatible recon providers -> one deterministic typed :dispatch action;
highest-priority compatible recon provider wins;
generic non-recon capabilities are ignored;
action preserves operation/run/expert/version provenance;
selection performs zero provider effects.

RED exact head: e9357fca5977585e884c91a08b08f7f5188014ba failed because EXPERT-RECON-NEXT-ACTION did not exist.
GREEN exact head: 659b4b70cda300fed78f12a9fb4543defc992d55 has passed core, monorepo, and agent-framework-boundary before this identical-head reopen.

No second executor, direct Tek9 access, database internals, or StarIntel product work.
