Issue #29 bounded Hackpert-owned slice.

Re-evaluates normalized objectives through a caller-supplied clause-evidence predicate, then deterministically selects one applicable registered extension while retaining candidate/decision provenance. Satisfied objectives select nothing. Candidate rejection reasons cover objective mismatch, authority, strategy, objective capability grants, and runtime capability availability.

No provider execution, canonical mutation, database internals, second scheduler, or StarIntel product work is touched.

RED head: ab9af318cb4f387ad6af7166d037fa9441482a7f — core failed against the missing selection API.
Intermediate 854b1da4fe58a4b0aa2637331e1ad4bafee8017a exposed a real accessor/helper naming collision in core CI.
Corrected exact head: c8a67426993450fdec9755fb99811c6ca46ea390; it passed core, monorepo, and agent-framework-boundary on the draft PR. This normal PR reuses the identical head because the connector's ready-for-review mutation is currently broken.
