Issue #24 bounded database-owned slice for success/failure promotion candidates from canonical execution evidence.

Superseded by a forward-reconciled PR because sibling Hackpert #70 advanced master after this exact head had gone green. The implementation itself was green (core/monorepo/boundary all passed), but this stale-base transaction is intentionally not merged without validating the combined current-master state.
