Implements #19 and keeps the Auto-Dig fork visually and structurally aligned with the Quasar UI overhaul.

persistent black/gold application shell across Research, Graph, Datasets, Documents, Actors, Tipline, Import, Settings, and About
first-class /datasets route with unambiguous active navigation
shared route model across desktop and mobile
unified runtime/service status center
modern graph workspace chrome contained inside the global shell
removes OperatorUiEnhancer and route-wide graph fullscreen CSS from startup
preserves Auto-Dig actors, corrections, tipline, host bridge, build identity, and PWA embedding behavior
adds shell/navigation regression coverage and architecture documentation

This is the Auto-Dig fork counterpart to lost-rob0t/quasar#40 and lost-rob0t/quasar-ui#172.
