Companion to lost-rob0t/quasar#39 and lost-rob0t/quasar-ui#171.

Apply the common Quasar shell and design language to the Auto-Dig fork while preserving its Research, Actors, Tipline, and About surfaces. Use a first-class /datasets route, one explicit navigation model, unified runtime health, and keep graph-specific UI inside the global shell.

Implementation branch: ui-core-shell-overhaul.
