Chat UI rework: searchable chats and projects

What

Chats sidebar: client-side search box (visible when >5 chats or while searching), debounced 150ms, with a clear button. Filters chat names and project labels case-insensitively; during search, matching children stay reachable and parents of matching children remain visible.
Projects modal: matching search box in the list header filtering title, folder name, and description via new filteredProjectList(), plus a dedicated "No projects match this search" empty state.
DOX: sidebar and projects AGENTS.md document the new search contracts.

Verification

node --check passes on both modified stores.
Existing UI contract tests (test_sidebar_row_actions.py, test_chat_working_animation.py) pass — all test-contract strings (row menus, tree accordion, animation keyframes) preserved.
