Implements #1.

TDD sequence:

tests-first commit specifies deterministic work selection, GitFlow branch planning, exact-head/instruction preconditions, and required RAGE/ADARD phases;
observe CI RED;
add minimum Task Steward implementation;
run exact-head RAGE validation and CI before merge.

Initial consumer is lost-rob0t/quasar#61.

No product/runtime authority is added here; Task Steward only selects work and emits the bounded implementation handoff contract.
