Replacement non-draft wrapper for #274 because GitHub's draft→ready mutation fails on the connector's unsupported fullDatabaseId GraphQL field. Uses the identical tested head ae40572020ae59536ebe3c6834bc65919560753e; no code changed.

Consumes #260. This slice establishes the bounded Prolog/user-config seam: an ordered owner-aware hook registry and mutable private hooks.pl loading from Zara's existing XDG config authority. Android remains sibling-owned and untouched.

Exact-head CI run #688 completed successfully for ae40572020ae59536ebe3c6834bc65919560753e. Merge only with expected-head protection and only while mergeability/discussion/review state remain clear.
