Consumes #164 from exact master c4945cf3e848eb4e55355ed767ce780348beb414.

Current state: TDD RED candidate. Research/design is recorded append-only in rage/164-user-command-authoring.org; the new focused suite defines side-effect-free preview, compile-before-persist create, principal-scoped inspect/list, revision-aware edit/delete, atomic registry publication, and one-step bounded undo.

Architecture reuses #155 clarification state, #162 principal-scoped persistence, and #163 pure compiler/atomic registry. No second command store, macro language, execution loop, mic/runtime, or Android production work.

Do not merge until focused tests, full repository/Nix/build gates, exact-head Actions, mergeability, and review/thread checks are green.

Closes #164 only after acceptance is proven.
