Successor to #501 after #499 advanced canonical main and the force-replayed stale PR auto-closed. Implements #500 and supersedes duplicate #498/#497.

This replay is rooted at current canonical main and binds create/update verification to observed normalized event state, allowing only provider-assigned identity/version fields. Fresh exact-head registry/source/install/Nix green required before merge.
