build_repository_evidence()currently accepts duplicate repository-relative paths and projects duplicaterepository_changed_pathvalues. Symbolic evidence should have canonical set identity: reject duplicate changed-path observations before they enter Prolog-facing evidence. Deterministic RED first; no Core or cross-plugin changes.
