Goal

Implement durable candidate/promotion objects while keeping promotion decision semantics upstream.

Persist:

candidate ID/kind/payload ref/scope/assumptions;
origin experience refs and learner/version;
candidate ancestry/transform lineage;
promotion policy/version reference;
evaluation cuts/fixtures/metrics/counterexamples;
promotion receipt and decision reason;
lifecycle states: proposed/schema_validated/evaluated/promotion_ready/admitted/held/rejected/suspended/deprecated/superseded/retracted;
exact version used by historical runs.

Acceptance

A candidate can be proposed, evaluated, admitted, later suspended and superseded without mutating old history; historical replay resolves the exact admitted version originally used; candidate payloads remain inert semantic/control data and cannot register executable handlers or authority.
