Coordinate with https://github.com/lost-rob0t/starintel-server/issues/128.

Add optional operator-controlled diagnostics to the StarIntel website.

  • Optional runtime/build observability config; default OFF.
  • Disabled means no tracking/export requests and no OpenObserve requirement.
  • Browser code must not embed reusable OpenObserve credentials; use a safe same-origin/operator ingest proxy if export is enabled.
  • Instrument page/app errors and basic request/performance health only.
  • Do not export page input, search text, auth material, investigation data, or persistent visitor/device identifiers by default.
  • Export failure is non-fatal.
  • Tests prove disabled zero-network behavior.
  • Document safe OpenObserve/OTLP-compatible setup.
