Depends on #48, which now contains the government-data acquisition research and merged actor design.

Summary

  • add STAR-GOVDATA-TODO-000 State and County Source Catalog
  • add 52 state/territory source-catalog TODOs
  • add 3,222 GEOID-keyed county and county-equivalent TODOs
  • preserve current Census county-equivalent forms: planning regions, parishes, boroughs, census areas, independent cities, municipios, and municipalities
  • define one shared 16-route source-discovery and acquisition checklist
  • add a deterministic generator against the 2025 Census Gazetteer national file
  • shard the generated Org queue into 16 Org-roam files for normal navigation and review
  • index the catalog in Adaptive Research

  • exact 2025 Census roster
  • 52 state groups
  • 3,222 county-equivalent headings
  • 3,222 unique five-digit GEOIDs
  • generator rejects row, group, shard, and duplicate-GEOID drift
  • generated output reproduces all 16 checked-in shards byte-for-byte

Work through the queue state by state, beginning with identity/domain verification and platform-family fingerprinting before source-specific actors are implemented.
