Goal

Make Emacs the reference Starintel research IDE and workflow engine.

Scope

Build a transient interface over the existing star/ commands.
Add Org-ql dashboards for project, actor, dataset, status, blocked work, and stale research.
Add safe file-move and renumbering commands that repair Org-roam links.
Add SRFC review and approval operations.
Add source capture from browser, repositories, email, and local files.
Add graph inspection and proof-trace buffers.
Expose bounded-context tools to gptel; never pass the complete Roam tree.
Package the user-facing configuration under the dotfiles lisp/starintel/ tree.

Org files remain authoritative. Derived databases and UI exports are disposable.
