What changed

adds QUASAR-RESEARCH-003 Situational Awareness Dashboard Shell
defines two coupled surfaces: the typed graph investigation workbench and an operational dashboard over shared identifiers and bounded projections
specifies panel and map-layer registries, variants, saved layouts, shared selection, freshness states, projection coordination, refresh scheduling, caching, deep links, and drill-down behavior
links the new research node from the fourth-generation Org-roam index

Why

Quasar needs a continuous situational-awareness interface beside the graph workbench. The dashboard provides live maps, compact panels, alerts, source-health visibility, saved operational layouts, and direct drill-down into graph, table, evidence, timeline, and run views without becoming another canonical data model.

Validation

the Org node has a stable file-level identifier, title, description, status, related-node links, architecture contracts, and a footnote glossary
the project index links the new node
external product, company, repository, and source references have been removed

Repository-local publishing checks remain for continuous integration.
