Track the UI overhaul approved on 2026-08-18.

Scope:

one shared application shell and route model across Quasar deployments
first-class /datasets route with unambiguous active navigation
graph workspace chrome below the global shell instead of replacing it
shared UI-core/adapters boundary for standalone browser, Common Lisp control plane, and Auto-Dig embedding
reduce DOM-mirroring enhancer bridges in favor of direct React state/actions
unify status/error presentation
add visual regression coverage for major desktop/mobile routes
preserve capability-boundary semantics and existing runtime authority
