Replacement for closed empty draft #28 after the GitHub ready-for-review connector failed on its Repository.fullDatabaseId selection. Same branch and exact tested head; no code was changed by this PR replacement.

This slice adds bounded Tek9-indexed classifier history retrieval with restart durability and SWI-Prolog-owned ambiguity semantics. It adds no Python/Common Lisp rule engine and no Tek9 repository change. Empty unbounded history queries are rejected; returned assertions preserve source/rule/expert provenance; classification metadata grants no authority.

#12 remains open for timestamp/time-range history acceptance. No dotfiles mutation is included in this bounded slice.
