Completes the remaining database-owned acceptance gap in #142.

RED head ae84b06d257e2e2e8172eb7e67b4983074b5dbe5: core failed exactly because persist-visual-evidence-record did not accept the required scoped-write keywords; monorepo and agent-framework-boundary were green.

Implementation head 1e4144c0843d07b03e6310e349487a033975b237 adds optional expected operation/run scope validation before canonical Tek9 mutation and deterministic multi-record ordering coverage. Exact-head workflows are GREEN: core, monorepo, and agent-framework-boundary all succeeded.

No provider/browser/Hackpert behavior is included. This remains inside canonical visual evidence persistence and preserves Tek9 authority.

Supersedes draft PR #155 because the ready-for-review connector mutation is currently broken.
