Goal

Make merge-on-green the durable repository default for agent-authored pull requests.

Policy

When a pull request is mergeable, all required CI checks pass, and there is no unresolved blocking review thread, explicit blocker, or dependency conflict, merge it immediately. Do not wait for ceremonial review. If repository auto-merge is disabled, perform the merge directly after verifying the current head SHA and green checks.

Exit gate

AGENTS.md states the rule unambiguously
the rule preserves safety blockers and head-SHA verification
CI passes
the policy PR is merged immediately on green
