Implement the actual desktop Workbench around the canonical shared client.

Required surfaces

workspace/project switcher;
session/chat;
bottom/status controls for RLM on/off, mode and context meter (reuse #18 semantics);
project tree/search;
Spec / Plan / Verify inspector;
diff/patch review;
tool calls + structured I/O;
approvals/questions;
test/evidence panel;
agents/subagents graph;
run history + resume;
traces/usage/budgets;
plugins/tool packs;
settings/runtime profiles;
optional raw event/Prolog inspector.

UX

Keyboard-first, dense but clean, resizable panes, useful command palette, no giant debug-card wall.

Acceptance

A user can inspect, approve and finish a real coding run without dropping to the TUI.
Unknown tools/events remain visible and safe.
Narrow and large desktop layouts are both usable.
Playwright covers all main workflows.
